Apagard belongs to Sangi Co., Ltd., a Japanese company. The U.S. trademark register shows the name registered for dentifrices in 1998, on the strength of a Japanese registration from 1995, and renewed since.

The product itself is older than the paperwork. A 2021 review in the journal Materials credits Sangi with the first enamel restorative dentifrice, in 1978. The export tubes print "Made in Japan, Since 1985".
